Heat Seal - Application of heat applied plastic, generally much cheaper to set up that the painted finish associated with PRINT. It is also a semi perminent solution and with solvent can be removed.

Print - This is a longer lasting perminent option however there will be a screen plate set up charge in order to apply the print to the shirt etc. It is nearly always best to arrange the print at the construction stage to ensure quality application.
